Is this a problem? Imagine flying an aircraft and trying to land at a US airport but you can't understand English. Try driving a large commercial vehicle but you can't read the English sign explaining that trucks taller than 9 feet will get stuck under a bridge. Imagine an English sign saying no vehicles over 1 ton allowed to traverse a bridge and your vehicle is 2 tons and you collapse a bridge.
