I feel like the article is deliberately misleading in the fact that it, and all of the secondary sources, don't really mention it wasn't in operation. There is a little blurb in there about how it closed in 2016, and that's it.

The department received calls around 8:45 a.m. reporting black smoke at the building, and an explosion reportedly occurred shortly after crews arrived on the scene.

Notice how it's always the black smoke that is causing the problems.

I guess food is all about black smoke, while in the smarter electronics, it's white magic smoke.
