Yeah, those milestones were for Intel making chips in a couple months. They're just now building water towers to provide water from (what I assume is) Columbus to fuel the plant. There's one on 161 that's partially built. 1.

An AMD plant would have been a better investment anyway.

AMD doesn't make anything these days. They sold their foundries off years ago because actually making chips is costly and time-consuming.
