This card generates the master clock that drives the counter/bridge assembly that does the magic. The device isn't working, and it's because the clock isn't running. As I was cleaning card edges, I noticed that Q8 was partially unsoldered, now I get to determine if that was troubleshooting on the original owner's part, or a fix that wasn't properly made.
Since the transistor is a TI device, and HP tended to use TI parts, I assume it's a troubleshooting effort than never completed.
Beyond that, HP gold plated most of their cards, which is still lovely today.
