It's a fast, general purpose indicator. It's basically a phosphor cup that glows, a signal is introduced to "open" the eye (the non-lit part at the bottom.)

Since it's purely electronic, you can see fast moving changes in signals, and it can also be used as a quality indicator depending on how far or little the eye opens - and how you have the circuit that controls it designed, of course.
