Have you replaced the caps?
I replaced everything in the device except for the transformer, meter, and panel switches.
Leaky paper capacitors and drifting carbon comp resistors make for a poor performer.

The pots specified by Heathkit don't work in the circuit - the original builder changed some of the bands out for 5k as opposed to 200 ohm devices. Even that wasn't correctly correct, I need a 10k for one of the bands in order to dial it in properly.
