While it's not pretty, just as the Haitian military and police don't have the manpower to keep their populace in check, neither does the Dominican military have the manpower to defend against an invasion from Haiti. Both governments and their subordinate agencies depend on extensive foreign support to function. The proliferation of organized crime on the island and its level of sophistication suggests something else is controlling the populace and governments. This begs one ask the question, what is that influence keeping them in check and what's likely to happen if it is suddenly removed?
