If there weren't laws against it for decades, people would be commuting with 4 or 3 wheeled electric bike frames and a plastic cover, costing far less than modern electric cars. The real plan is to coerce people into accepting that self piloted travel is too costly, outlaw it, and force them into a payment program for authorized travel until they die.
