The 1605b is a 15W chip while the Intel is 6W, I don't think AMD has anything in the pipeline for that kind of TDP.
Valid point, but I'll take the extra TDP for the performance gains. I've used [intel] those chips in other devices. They are absolutely terrible.
My point is they'll never put AMD in those devices cause they can't scale down to that TDP and would melt your hands. Best case scenario they'll get a deal for less shitty Intel chips.

Typical TDP of 8w is acceptable for that form factor. Let's not also forget Intel and AMD measure TDP differently. So the real meaning of these numbers is obfuscated.
I get your point though. Which is why I would be fine with the typical 10" formfactor of a netbook for the extra cooling of a slightly more powerful chip like the @ 15w TDP.
