I'm highly skeptical of this claim.

I agree. And if I recall correctly ... another commission assured the people of CA that their high speed train wasn't gonna cost them much at all and would pay for itself in fares - LOL. Now it's billions and billions over budget, they barely have anything built yet, it'll never be able to attain the speeds they projected, and fares are projected to be astronomical. I always love how they justify their waste of taxpayers money to push their (always left leaning) causes.

And is California prepared to buy any surplus energy? Or is the unused electricity going to be discharged at the owner's expense?

By 2020 all new built Cali homes will be required by law to have solar panels installed.
