A BTU is the amount of energy required to heat one pound of water by one degree Fahrenheit. Doesn’t matter how fast you do it, the BTU of water won’t change. Laws of conservation of energy come into play here when you talk about steam boilers and shit. You can’t put in less energy and get the same output.
The only variable that you have is how efficient the heating method is. I’d venture to say that the fagatron shit isn’t more energy efficient. It just doesn’t burn gas on location to do it’s job. Also, by the time the power leaves the electric plant and then undergoes all of the I²R losses then it’s probably not more efficient by a long shot. Of course no real quantitative analysis can be done because they didn’t include any numbers in that write up.

You should teach them the joys of communal outdoor tubs. Like the Japanese. It might save you on your heating bill lol
In that case I recommend a tankless water heater that runs on gas.
