It sounds like an RTG made from nuclear waste. Of course, the article is misleading and full of lies. While RTGs are great for satellites due to their solid state nature and long lifetime, the power they produce is orders of magnitudes more expensive. Also, no one is going to put those things into cars. One bad car crash and the nuclear waste is spread all over.
