who and what controls the content?

When you visit Facebook, facebook controls the content. Not your ISP. So the answer to the question is the same answer you would get if you asked it of the provider you are currently using.

Not true, Comcast has a built in firewall that blocks a ton of shit at the ISP level. For now you can just click proceed anyways, but its still there
