I'd be willing to bet the JIDF is no more "gone for years" than Total Information Awareness was gone back when BigBro was swearing on a stack of bibles it was disbanded. This stuff is simply hidden away out of sight and out of mind til the public forgets about it, then it is quietly brought back as is...or reorganized, renamed and resurrected under a different alias.
