Yeah. Every car is required to have GPS in it, as of 10-15 years ago. Just because you can't use the car's GPS to navigate, doesn't mean that it isn't using it to record your movements.

I'd rather drive a decent older car and maintain it rather than make $350/mo..payments on a gov't approved spymobile.
