Likewise entirely self driving vehicles won't be widespread until there is some form of legislation in place making the vehicle manufacturers and owners immune to damages resulting from accidents they are involved in.

Right now the manufacturers get around this by labeling any self driving features as "driver assistance" features and including a steering wheel.

The only way to get over that hurdle is to remove liability and treat it like how vaccines are treated for "the greater good".

So in short the game plan is to make individual ownership of vehicles (ice) too onerous to remove all them from the road. Then to make them all self driving fleet vehicles. Ostensibly to save the hundreds of thousands of lives lost in vehicle accidents every year.
