It's such a shame. In the golden age of the internet, there was still a hierarchy. The military had top spot, and universities (e.g. research institutions) held the middle spots, and everybody else fell beneath them and could use the web only on a "space available" basis.
Nowadays money controls the thing. If you aren't bringing in the billions, your opinion doesn't matter.
