That picture of a faceless hacker is a jewish or government operative, not some trouble maker on the street.
Governments all over the world are at war with its denizens, the last thing they want to do is protect us. So I believe the alert system is there exactly to cause panic and mayhem.
The very first thing I do with a new mobile device is disable and shut off every fucking alert on them.
