Was just about to say that. "Fail-safe" must be some obsolete, White supremacist methodology. Or its the pride in thinking you could never be wrong

I thought they were required to have a pressurized vessel to keep maintain pressure?

powerful springs are used to keep the brakes closed, the air is used to force them open. the vessel is just to maintain consistent pressure -- if it's destroyed or loses pressure, the springs will take over and the brakes close.
