Stole Intelectual property by copying and implementing someone else's work that was paid for and owned by a rival company.

Sounds like you are trying to minimize what happened when you say it that way.

Sorry it sounds that way. Theft is where the original person is deprived of the thing stolen. It's not the only word that describes the various forms of harm to another party.
