My take is this:
China is hitting up the World Bank, which means they are relying on the (((banking system))) to save them. This means that China is not its own master, which is good news.
I think dystopian futures are largely propaganda and electricity and smokeless gun powder are easy enough to make, "zombie apocalypse" scenarios are virtually impossible. Much like horror movies want to train everyone to panic at the first sign of emergency and "split up" as soon as a group enters a haunted house, dystopia porn is about making people believe that they need the government otherwise there would be no order.
Heading towards negative interest rates is an attempt to screw over what the Cabal was trying to do to the US economy when Trump was first put into office. The FED wanted to raise rates, while the central banks of the rest of the world were going to work together to lower them, leaving the US at a distinct disadvantage. If allowed to fester, this would have greatly harmed the US economy.
