Im not American but I thought they could do this if they have a 66.7% (super?) majority or something like that. Im assuming it was put in place just in case they had a (((President))) and a based Senate could check and balance them, but I dont think the founding fathers every thought we'd have a (((Senate))) and a bad goy President.
