Most of the morons driving 30+ over the limit are too stupid to even know there's a system in the first place. They pass on the right, the left, the shoulder, exit only lanes, and everywhere else. They almost universally have shit driving skills and routinely get themselves trapped behind slower traffic because their diminished mental capacity makes it impossible for them to plan more than 5 seconds ahead. They think being a chimpanzee that figured out pressing harder on a pedal makes more vroom means they're better drivers. They take out their incompetent rage on the people unfortunate to be nearby when inevitability and their own stupidity catch up with them.
