I think it's a last resort contingency plan for the administration to keep in its back pocket. In the case of an eruption of internal turmoil, like what's happening in Canada, they'll just use the external existential threat to supercede civil strife.

Seems like at this point u.s. political strife and poll numbers are one in the same with both the lead-up to the elections (2022, 2024), and the post-election reactions.
lol, maybe it is a way to just distract people for all the horrible internal policy decisions that have choked the supply chain in the name of health care. Can't have people remembering who was sus last round when the elections are just around the corner.
