It's doublespeak; control the language to control the narrative. There's no constitutional authorization for this sort of direct transfer payments. Therefore, to create the illusion of legitimacy, it borrowed language from the "general welfare" clause which is vague enough to provide plausible cover, but certainly not in line with its original intent.
