It's doublespeak; control the language to control the narrative.

There's no constitutional authorization for this sort of direct transfer payments. Therefore, to create the illusion of legitimacy, it borrowed language from the "general welfare" clause which is vague enough to provide plausible cover, but certainly not in line with its original intent.

Interestingly before that Communist cripple FDR greatly expanded the welfare state with his New Deal, handouts to niggers was called "relief" and it was the Republican Party that doled it out. The Republican Party started giving handouts to the moolies during and immediately after the Civil War through the Freedman's Bureau. That program created so much graft, corruption, and parasitism that they had to shut it down but the Republicans is various states continued to hand out "relief" to the mooncrickets so much so that the when the bluegums got the chance to vote they voted Republican. That was until FDR came along who not only gave away larger cash sums but also began the fight against "racial injustice", i.e. niggers having their feelings hurt by White retaliation for negro savagery and pandemonium. Blackie has been voting Democrat ever since then.
