Orders or not , get a couple men , make a plan , and go. They could have my badge for disobeying , but I have to sleep at night. The screams and rifle shots would haunt me , I'd probably end up a suicide or drug addict if I couldn't say to myself I did everything I could.

There's a bigger picture

One main problem with American politics is the Single Issue voter. They cannot take the issues at hand into a broader and more complex context. They also have a serious lack of understanding of the origins of America and why they are the way they are. The Founders called gov a "necessary evil" because gov in and of itself is violence and coercion. The only way to control that violence is to be armed against it, as well as limit - severely - what it can be allowed to function as. We all know or have a general idea as to why it has ceased being that and now is an overbearing, obesely grotesque, bureaucracy of malfeasance and corruption. It is also why The Founders included "by the consent of the governed" since the violence had to at least be acceptable.
