My amateur comedian sense is that it should sound like you're examining the bill until the end when you realize it was about the skin of the buyer.

Getting a joke right it hard, it has to be the correct length, shouldn't over explain the joke, and it needs be funny. And to this day, I have never heard a good explanation of what makes something funny.
