Put a relay inline with the refrigerator compartment fan. Have the relay be controlled by a temperature switch in the refrigerator compartment. Probably not great for the fan motor but it'll work.

Step one: Are there any visibly blown the fuck up components?
There might be old inventory of parts on some of the retailers online. Or there could be a generic brand available. Without a model number, a search for "Kenmore refrigerator control board" yielded some results.

Check ebay, people do part appliances out. I kept my plasma TV going for a long time replacing the main board with used ones I bought off ebay.

check what is dead on the control board and see if its just a component and replace it, most things are dead etc because they don't repair shit anymore they just replace boards etc had a 230v to 12v converter being dead having to be replaced because a soldered fuse had done its job and it was suggested i replace the whole thing instead of soldering a new fuse onto it for under 10% of a new converter

Every site seems to have a different PN for the control board itself, but if you post a pic of it I’m sure I can find it and send you a direct link, otherwise here’s a link that you can browse
Look at your control board. If there are any burned spots, that can indicate the trouble point. Boards are made at the absolute minimum cost, so you're probably going to see discoloration, but that's not burning. Look for carbon and scorching.
Check the fuse, if one's onboard. It's probably a ceramic tube type, or it may be a pico or other type. You can search for those and get an idea of what to look for. If the fuse is bad (get a cheap Harbor Freight DVM) replace it with identical type and ratings. Don't be tempted to change it. Still blows? Something else is bad.
Look at connectors coming to the board. Look for discoloration. Connectors are another minimum cost part and they are often times shite. Look at the soldering on the board for the connectors. If you see cracks around the pins, that may be a problem. Soldering on chineseium (and Korean in the past) boards can be poor. Examine other items with large pins, they can crack as well.
If it was a storm, it may have destroyed silicon and nothing you do will help without replacing that part.
There's a lot of issues, but visual clues (and sometimes smells) are your friends.

I bet you could find/DIY something along these lines, since the core aspect of your ice box is - the condenser and pump - is functional. Now all you need is a way to have the one side stay warmer by having compartment fans and the motor itself to cycle. Honestly, probably a fairly easy project for someone competent in basic electronics.
