I agree with the worst thing for a child and especially a girl is to have a cell phone or constant access to internet/social media. It leads to depression, liberalism, hating you and the rest of the family and sometimes (worst case) being sex trafficked.
It is not worth it. If you get one at all it needs to be as "dumb" as possible. No camera, no internet browser, set controls on text/sms... controls on the numbers they can call, etc.
Oh, and you now are going to need to occasionally search her room or the house. If she is this adamant on it, it is very likely that one of her friends will giver her their "old" phone. It does not need cell access to be damaging. Just being able to get on the WiFi is enough to get all of the garbage like TikTok or the other social media bullshit.
If you don't know how to check what devices have access to your wifi, figure out now and check it regularly and ban anything that you don't think should be there and see who screams first. If she comes to you and asks if there is a problem with the internet/wifi but if she has access to a laptop that is not having problems? She has a phone she is not telling you about.
It would be a dumb phone, flip phone with nothing but SMS and cellular. We'll probably just continue the "nope" for a few more years at least.
As for network, I run homebrewed pfSense with their wifi network already filtering out jewTube and the typical stuff; porn, malware, etc.

Pretty easy to log into router and check DHCP leases and note any new devices.
It sure is, most people have no idea you can even log into their router or what a router is other than the thing that blinks and makes wifi work though.
