Everyone convicted has one last chance to escape execution, right before they are hung.
Instead of waiting upon the classic 'Call from the Governor', they have one opportunity to deliver a Poem, and the people watching get to vote on whether or not their Poem is good enough to stay the execution.
I think that would be a good system, perhaps not for justice, but it would certainly be a good system for generating meaningful Poetry.
