It seems to me that any system that doesn't have some way of repelling parasites in a structural way is doomed to fail eventually. It's not enough to rely on the vigilance of a few, or even of the population. There has to be some structural or systemic thing built into the fundamentals of a successful society that cause the parasitic strategy to fail, or at least yield poor returns on investment. It may require people smarter than me to figure out what those are.

We need to identify the genes involved in parasitism/deception. We need to link the sequences to the behaviors. These will be several genes in very high frequency in their population and they may involved in behaviors of some other groups as well. Then we can screen for this shit. There may be cases where mixed people do not have any “problematic” alleles and can be assimilated.
I would look for unusual marker genes that are found in more than one itinerant group. If I knew shit about genetics which I dont lol.
That won't work, though. It requires somebody do something. As soon as that's a requirement it fails in short order. It has to be structural, like the way the Constitution made Congress to be largely ineffectual on purpose by its very nature. Nobody has to do anything for Congress to bog down, it's just human nature interacting with the institution as it was created.
