Trust me, I am intamintly familiar with the "all caps" stuff. It's not true. You are seeing a lot of seemingly odd things and trying to connect them to a grand scheme that just isn't there. For example, the "registration" on your birth certificate. Can you find me any law, any statue, any code, any rule, or any policy that refers to that "registration" number?
