4 seconds????? What is this, 1930?? Test them, that can't be right. Make sure your supply is actually 120v at 15 or 20 amps first. No way should it take that long!

The dimmer switch actually defaults to not allowing the lights to go below 40-50%. I assume that’s because led lights are known for having issues past that point. So you might have never actually tested led lights at their actual 10% range.
I’ve got 7 lights in 110 sq ft. The room was awkwardly shaped so there was no good way around a lot of lights without a central heavy shadow casting setup.
In a house I've been workin on the past few months, I installed several of those lites, although the dim preset switch was slightly different. They dim up and down, although around 10% they do shut off. But they turn on instantly.

I’ve got two brands, neither could cold start at their lowest setting less than 2 seconds. The one was 2 seconds but a double flicker.
Both would start instantly if they were turned on and off quickly / within a few seconds.
I’ve seen this issue with cabinet light strips too. I was able to significantly improve that with a non off the shelf ac to dc adapter.
