I clearly remember that being done in certain parts of India, but I’ve never heard about that in Japan. I’d love to know more about that if there is a reliable source on it.

That article is jumping to conclusions that don’t fit the data we have. It was written around October 2021 and it says Japan ended its nationwide vax drive and that they ended COVID almost overnight.
Their COVID cases almost dropped to zero around that time and their huge initial vaccine roll out was starting to slow down, but both picked up again withing a few months.
Their only evidence that Japan is using Ivermectin is that Tokyo medical association chairman publicly calling for its use. Even the article they link on that quotes him saying no one seems to be heeding his call.
After reading that the story is still the same for me. Doctors were not prevented from using Ivermectin, but I have no evidence that it was widely used.
