That's not particularly realistic? if a State goes full China then we are all dead anyway, that's why you never go full China.
States do have control over the banking system and who you can trade with (see EU vs Russia)
It's not so easy to control what you do with a bitcoin. I've even seen people apparently just pass each other the password to a bitcoin wallet

that's fine but you'll note that they struggle to take down ISIS's use of bitcoin, and that is with a trail of incriminating transactions to follow.
