Yeah I'm using a cradlepoint and its 2 bars and my phone is nothing. Cheapest amp I've found is like 900 bucks so I was hoping I could DIY it. but I'm guessing that is a pipe dream.

Yes, that's probably going to be the only thing that helps alleviate your problem. Even those aren't a cure-all, if there's nothing or little to amplify, results are going to be poor.
