People use it for cooling computers by immersing the whole thing in a fish tank. It's also used for cooling ignition coils and transformers. It would probably be OK for a brushless motor but I imagine you would have some output losses due to fluid dynamics/friction. I doubt it would be good for a brushed motor as the brushes create conductive dust as they wear.
