Not exactly sure what you mean. There is no need for each individual to form a social contract, because it's already in place when you're born. You just have to honor it (you don't hurt me i don't hurt you). If someone refuses to honor the social contract (meaning they harm others) then we imprison and sometimes kill them. I think the word needlessly is really strange in that sentence, especially considering the far out things you have to do to receive the death penalty in most places.
