The term is a society. We agree not to kill each other and when we do, it is a crime. Same with rape, theft etc. Basis of modern human civilization allowing us to devote resources to learning, industry and technology vs. living in fear of your life every day like medieval times.
In places with no society like that, people travel in armored caravans like Iraq etc.

Not exactly sure what you mean. There is no need for each individual to form a social contract, because it's already in place when you're born. You just have to honor it (you don't hurt me i don't hurt you).
If someone refuses to honor the social contract (meaning they harm others) then we imprison and sometimes kill them. I think the word needlessly is really strange in that sentence, especially considering the far out things you have to do to receive the death penalty in most places. Like asking: "Do we needlessly kill serial murderers?"
