It was meant as a witty derogatory quip at the expense of the French. Implying that, in order to provide a translation, one would be required to expose themselves to 'the French' i.e. it's citizens and culture; which in this context is referred to as hazardous.

I suppose the delivery could have used some refinement.

Does poupee sound like "poopee" though?

I played it with a translator and it sounded more like "pooh pay".

I think the latter would be correct, but I can make childish inferences either way.
