There was a good article that explains how OSHA works that I am unable to find right now. Basically, OSHA relies on self reporting, whistle-blowers, and disgruntled employees. If OSHA is going to enforce this, the good businesses will just have to not submit self reports. Submitting false ones has too high of a penalty. Secondly, employees fired by companies enforcing the mandate should make false reports on those companies. Bury OSHA in paperwork trying to investigate those companies which are enforcing the mandate. This both slows down OSHA from penalizing good companies and adds an extra penalty for those companies doing evil.
