That malnourishment is not good for their health or their intelligence.

Nope. They'll make good cannon fodder.

They have managed to make workable ICBMs and probably have figured out how to make a smaller nuclear bomb.

I am not convinced that they figured those things out on their own. I am sure they has some assistance along the way either in the form of reverse engineering or even possibly espionage.

Of course they didn't. Nobody did. We got our nuclear capabilities by ripping off the Brits and our rockets from German scientists after the war. But, they did manage to manufacture them - which is pretty high engineering skills. That's the difficult thing. These days you can figure out how to make both of them with the internet. It's the actual making them that's hard.
