no. if I open the petcock with the line off of the pump it pours gasoline. The other line going to the carb is like 6 inches and brand new
That's fucking bizarre - unless it's a bad pump that they sent you...
You said you're getting voltage to the pump... Are you getting the correct voltage?
I'm just spitballing, hoping that maybe I trigger something that makes you go 'huh' and then go out and fix your bike.

Does it try to start at all? Does it sputter and cough? Or does it just plain do nothing - even when you dump fuel straight into the carb (or starting fluid)?
It does not sputter nor cough as no fuel is getting to the carburetors
That's what I figured but was just making sure in my head. No fuel is making it 'cause the pump isn't working...
Hmm... There's power going to the pump. Does the pump make any noise when you turn the power on?

It may take fashioning some leads, but what happens if you hook the pump up directly to the battery? I assume it does nothing and makes no noise.
It'd suck - but I've had it happen to me before - but it could be a broken pump that they sent you. That'd suck...
It's too bad you don't have multiple bikes, you could try another fuel pump (even if it doesn't mount properly to anything to see if that makes a difference.
In my previous response, it was poorly formatted, but does it sputter and try to start if you manually put fuel in the carbs, lighter starting fluid?
