Is there a plugged line, perhaps?
A plugged fuel line would actually explain all of this, now that I think about it. Even getting plugged due to the heavy jarring - knocking some particulates into the line(s).
I'd check all your fuel lines between the pump and the tank.
no. if I open the petcock with the line off of the pump it pours gasoline. The other line going to the carb is like 6 inches and brand new
That's fucking bizarre - unless it's a bad pump that they sent you...
You said you're getting voltage to the pump... Are you getting the correct voltage?
I'm just spitballing, hoping that maybe I trigger something that makes you go 'huh' and then go out and fix your bike.
So, we can conclude that none of the lines are clogged...
You've got the three things that make an engine run...
Does it try to start at all? Does it sputter and cough? Or does it just plain do nothing - even when you dump fuel straight into the carb (or starting fluid)?
It does not sputter nor cough as no fuel is getting to the carburetors
