If you want to take over the duties, there are plenty of examples there. You'll need an account, which requires a code, if you don't already have an account. It'd be you taking over the duties entirely, however. I don't have time to even consider it, and I believe has given up on the task. You'd want to coordinate with him on this, as this was his task last. Kinda the "he touched it last" routine going on, but that seems the most pragmatic.
The archives were indeed awesome. You'd even be able to go back and get the past dozen or more threads as the sub doesn't get too many submissions. Realistically, you're looking at hours of work to get caught up and then like 30 minutes to keep it caught up.
COF, while dead, left a lot of good examples about how to do it. I'd read through those to see if it's actually something you want to do.

I'd look over the existing examples of archives. Then, I'd copy those examples. I'd go back in the pages (on this site) and find the oldest FNGT still available. Then, I'd work forward from there.
