They were not designed with safety in mind

Oh, fuck no... They were designed for mass production with as few resources as possible. They don't even have seat belts unless you add them. They're suitable for parades and that's about it. Even then, you probably don't want to drive to the parade, you want to tow it.

The good news? You could tow it with a motorcycle. They don't exactly weigh a whole lot. You can lift it up from the rear even, where the engine's weight is carried.

A couple guys on a tandem bike could tow that!

LOL Absolutely - and they'd be just marginally less safe than they'd be if they were in the Isetta. Though, they can at least escape unlike what happens if something hits you in the front of an Isetta and stays there. You'd have to climb out of the top! If it flips over and something obstructs the front, you're kinda fucked!
