It's time to get out the cutting oil and metal drills. You can start with a small drill and work your way up. As it's not threaded, a bolt remover isn't gonna work for 'em. They're gonna need more gas or they're gonna need a drill.
I take it this part they're working on can't be removed from the vehicle to work on it? It's like a hole in the frame? 'Cause if it can be removed, they should have done that before bothering with the heat.
