So this is gonna sound weird, but this sounds like a case of entrapment. Per Facebook

Meta, the parent company of Facebook and Instagram, prohibits ads that “promote the sale or use of weapons, ammunition or explosives,” according to the company’s online rulebook.

And this means that if it's on Facebook, its implied to be legal in the jurisdiction sold. So doesn't this mean the FBI is commiting a felony in the process of finding someone commiting a felony?

Not entrapment. Entrapment is when LEO harass, convince, beg etc. a person to do something illegal they otherwise wouldn't have. For the same reason a LEO drug dealer isn't entrapment.

But someone not well versed on the subject would check facebook TOS, see the clause and think it's not illegal. This is one of those cases where whilst illegal, but the process to get to the state of it being a crime shows criminal intent by the FBI.
