In John R Baker's book Race, there is a chapter dedicated to an overview of the writings of the first white men to go into the deepest belly of dark Africa. They uniformly said that the natives were, in a word, stupid. They had developed nothing. No written languages, no law codes, no histories, no wheels, no sails, no farms, no permanent buildings. Nothing. They were just happy niggers fighting and killing neigboring tribes and eating or enslaving captives. If I were a nigger I would hate for this truth to be more widely known.

The very idea of law codex or rule of law is inherently abstract. Primitive minds cannot fathom the abstract nor participate in abstract thinking.
Time itself is an abstract thought. But when your today is tomorrow as was yesterday, you don't need the concept of time. The rains or seasons are your markers. So no need for astronomy nor clocks. There is only the omnipresent now and it's immediate needs.
